pkg install/remove/list/info/files/verify/contents, nxpkg host tool, make qtest-pkg (36 checks pass). Tested on the Pi under QEMU.

Add pkg, a package manager, and nxpkg to build packages ... b4ab05ea82

pkg install/remove/list/info/files/verify/contents with a record in
/Library/Packages, conflict checks, upgrades that drop old files and
protected system directories. make qtest-pkg tests it under QEMU.
